一、政策聲明
1. Policy Statement

江蘇林洋能源股份有限公司（以下簡稱"公司"）秉持"打造綠色環(huán)境，創(chuàng)造美好生活"的使命，將環(huán)境保護(hù)與可持續(xù)發(fā)展作為企業(yè)經(jīng)營的核心理念。公司承諾遵守適用的環(huán)境法律法規(guī)，持續(xù)改善環(huán)境績效，減少自身運(yùn)營及價值鏈活動對環(huán)境的負(fù)面影響，并積極應(yīng)對氣候變化。
Jiangsu Linyang Energy Co., Ltd. (the "Company") upholds the mission of "Build a Greener world, Create a Better Life" and regards environmental protection and sustainable development as core business principles. The Company commits to complying with applicable environmental laws and regulations, continuously improving environmental performance, reducing the negative environmental impact of its own operations and value chain activities, and proactively addressing climate change.

本政策適用于公司自身運(yùn)營，并延伸至供應(yīng)商與合作伙伴，作為公司環(huán)境管理的最高指導(dǎo)文件。本政策由執(zhí)行管理層負(fù)責(zé)組織實(shí)施。
This Policy applies to the Company's own operations and extends to its suppliers and business partners, serving as the highest-level guiding document for the Company's environmental management. This Policy is implemented by executive management.

二、環(huán)境管理原則
2. Environmental Management Principles

1. 合規(guī)經(jīng)營：嚴(yán)格遵守適用的環(huán)境法律法規(guī)、標(biāo)準(zhǔn)及行業(yè)規(guī)范，確保環(huán)境"零違規(guī)、零處罰"。
1. Compliance: Strictly comply with applicable environmental laws, regulations, standards and industry norms, ensuring zero environmental violations and zero penalties.

2. 預(yù)防為主：從源頭預(yù)防污染，優(yōu)先采用清潔生產(chǎn)與綠色技術(shù)，減少環(huán)境風(fēng)險。
2. Prevention First: Prevent pollution at the source, prioritize cleaner production and green technologies, and reduce environmental risks.

3. 持續(xù)改進(jìn)：建立環(huán)境管理體系，持續(xù)改善環(huán)境績效，不斷提升資源與能源利用效率。
3. Continuous Improvement: Establish an environmental management system, continuously improve environmental performance, and enhance resource and energy efficiency.

4. 全生命周期管理：在產(chǎn)品設(shè)計、采購、生產(chǎn)、使用及回收的全生命周期中考慮環(huán)境影響。
4. Life-Cycle Management: Consider environmental impact across the full life cycle of products, including design, procurement, production, use and recycling.

5. 利益相關(guān)方參與：在環(huán)境政策制定與實(shí)施過程中，主動咨詢外部利益相關(guān)方，回應(yīng)其合理關(guān)切。
5. Stakeholder Engagement: Proactively consult external stakeholders in the formulation and implementation of environmental policies and respond to their reasonable concerns.

三、環(huán)境管理目標(biāo)與指標(biāo)
3. Environmental Objectives and Targets

公司設(shè)定量化的環(huán)境目標(biāo)與指標(biāo)，以衡量并減少環(huán)境影響，主要包括：
The Company sets quantified environmental objectives and targets to measure and reduce environmental impact, mainly including:

1. 氣候變化與碳中和：至2030年實(shí)現(xiàn)運(yùn)營層面碳中和；持續(xù)提升綠色電力使用比例，減少碳排放。
1. Climate Change and Carbon Neutrality: Achieve carbon neutrality at the operational level by 2030; continuously increase the share of green electricity and reduce carbon emissions.

2. 能源管理：萬元產(chǎn)值綜合能耗控制在0.010 tce/萬元以內(nèi)；持續(xù)推進(jìn)節(jié)能降耗。
2. Energy Management: Control comprehensive energy consumption per 10,000 yuan of output value within 0.010 tce; continuously promote energy conservation.

3. 水資源管理：提高水資源利用效率，推進(jìn)中水回收與循環(huán)利用。
3. Water Management: Improve water use efficiency and promote reclaimed water recovery and recycling.

4. 污染防治：確保廢氣、廢水、噪聲排放100%達(dá)標(biāo)，危險廢棄物合規(guī)處置率100%。
4. Pollution Prevention: Ensure 100% compliance of air emissions, wastewater and noise, and 100% compliant disposal of hazardous waste.

5. 廢棄物與循環(huán)經(jīng)濟(jì)：提升產(chǎn)品固廢可回收利用率，推進(jìn)資源循環(huán)利用。
5. Waste and Circular Economy: Increase the recyclability of product solid waste and promote resource recycling.

6. 生物多樣性保護(hù)：在項(xiàng)目選址與運(yùn)營中評估并減少對生態(tài)系統(tǒng)的影響。
6. Biodiversity Protection: Assess and reduce impacts on ecosystems in project siting and operations.

四、政策實(shí)施責(zé)任
4. Implementation Responsibilities

本政策由公司董事會批準(zhǔn)并背書，是公司環(huán)境管理的最高決策依據(jù)。執(zhí)行管理層負(fù)責(zé)政策的組織實(shí)施與資源保障。
This Policy is approved and endorsed by the Board of Directors and serves as the highest decision-making basis for the Company's environmental management. Executive management is responsible for the implementation and resource support of this Policy.

公司設(shè)立"董事會—戰(zhàn)略與可持續(xù)發(fā)展委員會—專項(xiàng)議題工作小組"三級治理架構(gòu)。環(huán)境議題由安全環(huán)保部牽頭，各子公司及職能部門負(fù)責(zé)在本單位落實(shí)本政策，并明確專人負(fù)責(zé)環(huán)境管理。
The Company has established a three-tier governance structure of "Board of Directors – Strategy and Sustainability Committee – Special Topic Working Groups". Environmental topics are led by the Safety and Environmental Protection Department, with each subsidiary and functional department responsible for implementing this Policy within its own unit and designating dedicated personnel for environmental management.

五、環(huán)境管理重點(diǎn)領(lǐng)域
5. Key Environmental Management Areas

1. 氣候變化與能源管理：實(shí)施"零碳戰(zhàn)略"，提升可再生能源使用比例，推進(jìn)節(jié)能降耗與綠色電力應(yīng)用。
1. Climate Change and Energy Management: Implement the "Zero-Carbon Strategy", increase the share of renewable energy, and promote energy conservation and green electricity.

2. 水資源管理：所有運(yùn)營點(diǎn)由市政供水，不從自然界直接取水；推進(jìn)中水回收與濃水分級回用。
2. Water Management: All operating sites use municipal water supply without direct extraction from nature; promote reclaimed water recovery and graded reuse of concentrated water.

3. 污染防治：對廢氣、廢水、噪聲實(shí)施全過程管控，確保達(dá)標(biāo)排放。
3. Pollution Prevention: Implement full-process control of air emissions, wastewater and noise to ensure compliant discharge.

4. 廢棄物與循環(huán)經(jīng)濟(jì)：推行危險廢物轉(zhuǎn)移聯(lián)單制度，提升固廢可回收利用率，淘汰破壞臭氧層物質(zhì)。
4. Waste and Circular Economy: Implement the hazardous waste transfer manifest system, increase solid waste recyclability, and phase out ozone-depleting substances.

5. 綠色產(chǎn)品與綠色供應(yīng)鏈：將環(huán)境要求納入產(chǎn)品設(shè)計與供應(yīng)商管理，推動價值鏈綠色轉(zhuǎn)型。
5. Green Products and Green Supply Chain: Integrate environmental requirements into product design and supplier management to drive green transformation of the value chain.

6. 生物多樣性保護(hù)：在項(xiàng)目開發(fā)與運(yùn)營中評估并減少對生態(tài)環(huán)境的影響。
6. Biodiversity Protection: Assess and reduce impacts on the ecological environment in project development and operations.

六、環(huán)境管理體系與認(rèn)證
6. Environmental Management System and Certification

公司主要生產(chǎn)基地100%通過ISO 14001環(huán)境管理體系認(rèn)證，并通過ISO 50001能源管理體系認(rèn)證，獲評"國家級綠色工廠"。公司依據(jù)上述體系開展環(huán)境管理，并定期進(jìn)行內(nèi)部審核與管理評審。
100% of the Company's major production bases are certified to ISO 14001, and the Company is certified to ISO 50001 and recognized as a "National Green Factory". The Company conducts environmental management in accordance with these systems and performs regular internal audits and management reviews.

七、員工培訓(xùn)與能力建設(shè)
7. Employee Training and Capacity Building

公司為員工提供環(huán)境、健康與安全（EHS）培訓(xùn)，使其了解公司對環(huán)境的影響及自身職責(zé)，員工EHS培訓(xùn)覆蓋率達(dá)100%。
The Company provides environmental, health and safety (EHS) training to employees to help them understand the Company's environmental impact and their responsibilities, with 100% EHS training coverage.

八、政策評審與更新
8. Policy Review and Update

本政策由安全環(huán)保部負(fù)責(zé)維護(hù)，定期評審并根據(jù)法律法規(guī)變化、公司戰(zhàn)略調(diào)整及利益相關(guān)方反饋進(jìn)行更新，確保其持續(xù)適用。
This Policy is maintained by the Safety and Environmental Protection Department, and is reviewed periodically and updated in response to changes in laws and regulations, corporate strategy adjustments and stakeholder feedback to ensure its continued applicability.
